The 12-step debate method
The same method for every subject, so that disagreement is about solutions and not about facts or about how to debate.
- Neutral presentation of the problem.
- Publication of verified facts, with their sources and date.
- Identification of the legal competences of the authorities concerned.
- Testimonies from the people directly affected, with their consent.
- Presentation of several conflicting solutions.
- Analysis of costs, benefits, timelines and risks.
- Questions from the public.
- Answers from invited experts, elected officials or candidates.
- Deliberation and drafting of proposals.
- Publication of an accessible report.
- Forwarding to the competent actors.
- Tracking of answers and follow-up.
On this site, steps 1 to 3 appear at the top of each debate, steps 5 to 9 correspond to arguments and proposals, and steps 10 to 12 to the report and the institutions tracker. Testimonies (step 4) and meetings with guests (step 8) go through thecalendar.
